Many car owners have a rather vague idea of ​​the procedure for obtaining a copy of the PTS, because the need for this is extremely rare. But since any car owner may face a similar problem, it is worth familiarizing yourself with the information regarding the procedure for obtaining a new document.

What is the TCP for and in what cases it will be necessary to get a duplicate

The original vehicle registration certificate is issued by the manufacturer or, if the car is driven from abroad, by the customs authorities. The document contains all the basic technical data about the vehicle - information about the manufacturer, brand and model name, engine and chassis numbers, body number and color, year and country of manufacture, identification number, power and other characteristics. Later, the document is supplemented with information about the owner and registration data. If, for any reason, the vehicle loses its title, then it cannot be sold, insured or even inspected. Therefore, the sooner a duplicate is received, the better.

When is it necessary to replace the TCP

It is necessary to change the vehicle passport in the following cases:

  1. The document is in an unusable condition (torn, flooded with water, frayed so that it is impossible to make out the inscriptions).
  2. The document has been lost or stolen.
  3. All fields for entering information about the owner are filled in (this problem arises in the case of multiple resale of the car).
  4. The owner changed his last name.
  5. The owner has changed the address.

Replacing TCP when changing the surname

This reason is the most common and relevant mainly among women, as they change their surname at the time of marriage. Submitting documents to replace the PTS should be within 10 (maximum 30) days after changing the name and receiving a new passport. With a later appeal to the traffic police, a fine of about 2,000 rubles may be imposed on the driver.

It should be noted that the rest of the documents for the car (driver's license, insurance documents, etc.) must be replaced as quickly as possible.

To replace the TCP, you must have:

  • passport of a citizen of the Russian Federation (or other identity document, necessarily with a photo);
  • old registration certificate;
  • OSAGO documents;
  • marriage certificate (if the surname has changed for other reasons - a document confirming this);
  • vehicle registration certificate;
  • a receipt confirming the payment of the duty for changing the TCP (can be paid at any bank branch);
  • completed application form (can be taken from the traffic police department);
  • photocopies of the above documents.


What do we have to do:

  1. Pay a fee of 800 rubles in accordance with the resolution of 2015.
  2. Apply with all the necessary documents to the MREO traffic police.
  3. Receive a new document within 1 to 30 days. Usually the procedure does not take long.


According to the same principle, the registration certificate is replaced if there is not enough space to enter new data. In this case, of course, you do not need a marriage certificate, and the application is drawn up in accordance with the reason. Basically, the procedures are similar - inspection of the car is not required, you just need to provide the documents on hand.

Restoration of a lost vehicle without an owner

To obtain a duplicate of the lost vehicle title without the participation of the owner of the car, you must contact the traffic police department where the car was registered.

To carry out the procedure, you must have the following documents with you:

  • identity document (preferably a passport of a citizen of the Russian Federation);
  • compulsory insurance policy;
  • documents for car registration;
  • general power of attorney;
  • receipt of payment of the duty;
  • a photocopy of the lost title (if any);
  • explanatory (the form for writing can be taken in the MREO) that the document was lost;
  • completed application form for issuing a duplicate PTS.


The restoration of a passport is impossible without a properly executed general power of attorney. It should indicate:

  1. The passport data of the principal.
  2. Permissible powers of the person who is entrusted with the car, including permission to obtain a duplicate passport of a technical device.
  3. Date of issue of the general power of attorney.
  4. Duration of the document.


The power of attorney comes into force only after being signed by a notary.

What do we have to do:

  1. Prepare documents and, just in case, their photocopies. The application form (or better, several in case of an error) can be taken in advance and filled out at home.
  2. Prepare the car for inspection at the traffic police. The car must be clean, free of dirt both on the body and on the engine (not only the car number is checked, but also the motor number).
  3. Drive the car to the department for inspection and present all the necessary documents.
  4. Pay for the re-registration of the car, since in parallel with the duplicate PTS, a new registration certificate is also drawn up.


The restoration of the TCP by the owner is carried out in the same way, except that there is no need for a general power of attorney.

Obtaining a duplicate PTS if there is a purchase and sale agreement

The essence of the procedure is no different from the above options, except that you need to have additional documents on hand. These include:

  • documents confirming that the car was purchased at the auction;
  • debt collection documents;
  • car withdrawal certificate.

What to do if the vehicle passport is stolen

If you are sure that the car's passport was stolen, then you should first of all contact the ATC / ATS department and write a statement about the theft of the document. Then submit documents for the restoration of the PTS in the MREO of the traffic police at the place of registration of the car.
In this case, in addition to the new passport, a certificate will be attached stating that the criminal case on the fact of the theft of documents has been closed.

It should be noted that in the event of a theft with the subsequent initiation of a criminal case, the process of obtaining a new document may be delayed. Therefore, many car owners prefer not to contact the relevant authorities even in the event of theft, but to restore the vehicle passport upon loss. This is justified by the fact that it is impossible to obtain a new document until the case is closed, and attackers can use the TCP at any time. And while the document is registered with the previous owner, legal responsibility for actions with it lies with the owner.

What to do if a duplicate is refused

The problem of this property arises mainly when the documents are replaced with a new machine. This cannot but arouse suspicion on the part of the authorities, since such cases are often a well-planned fraud. Suspicions of theft or an attempt to sell a car for which the loan has not been paid (in this case, the PTS is in the bank until the debt is repaid) are often justified.

What needs to be done in this case:

  1. Get confirmation on paper. Refusal to issue a document must be made in writing and have all the necessary signatures and seals. Otherwise, you will not be able to challenge the decision.
  2. Having received a refusal, you should immediately write a complaint addressed to the head of the MREO, in which the essence of the problem should be stated as briefly but in detail as possible. The complaint must be accompanied by copies of the refusal decision and all documents that were submitted for restoration.
  3. If in response to the complaint a refusal came (or there was a prolonged silence), it is necessary to appeal to the court to appeal the conclusion. This can be done within 6 months after you were denied a copy of the TCP.

What is the difference between the copy and the original and what difficulties may arise

Contrary to the misconception of many regarding the validity of the copy of the TCP, the duplicate has the same legal force as the original paper. Difficulty can arise only if the owner decided to sell the car - the vehicle's passport marked “Duplicate” arouses suspicion among buyers of the “unclean game” and the dark past of the car. In this case, you can advise the buyer to contact the traffic police for information about the car.

Transition to electronic OB van

Since the beginning of 2017, the system of electronic car passports has been in experimental and experimental mode. The transition is carried out in all countries of the Eurasian Economic Union; this should greatly simplify tracking the condition of the car and eliminate misunderstandings due to loss or damage to the document.

After the end of the trial mode, the program will be officially transferred to scheduled operation.

What is an electronic registration certificate (EPTS) and is it necessary to replace it

The electronic version of the registration certificate is a rectangular chip, the dielectric carrier of which contains all the data about the vehicle and its owner. EPTS will be issued to drivers instead of the outdated paper counterpart. The old registration certificate will not be withdrawn, but after receiving the electronic card, it will lose its legal force.

The paper passport is not subject to mandatory replacement, it can be used until it becomes necessary to replace it. Then the car owner will receive an electronic version of the document.
